Question: How is methadone helpful?

I have noticed where I take my bus, there is a methadone clinic. I guess it's for ex- heroine addicts. however, they still have the same effects, look drowsy, nod off, slow and slurred speech. If this is a drug, what is the main difference that our government will set up and pay for these clinics, and not simply a rehabilitation center?

It doesn't have the addictive qualities that heroin has. Also, it's used for severe pain.
